What is the cause?

What to do about mint rust in growing mint
Sadly, if you want to be able to use mint after treatment, there is no excellent chemical cure for mint rust. I am still looking, but I have not come across any organic treatments yet.
It is important to deal swiftly because "spores" that are suffering from the disease will fall into the soil, affect mint the following year, and possibly infect other herbs, such as majoram and savour.
Perform the following procedure.
Step 1: Cut out all the stems of growing mint, notice the rust soon and continue cutting at the time of growing up.
Step 2: During the winter, we will make a small fire with straw on the roots of mint. It kills the spores carrying the disease
Step 3: Repeat rust of your growing mint carefully with a spring watch carefully. If that comes back, please repeat the procedure or dig down the mint plant and destroy it.
Foster the next season
If you decide to keep your mint's plants and encourage them to return to a healthy life, please isolate them in your pot and fully protect them from all other herbs. Use straw fire treatment as above and carefully observe for signs of rust as mint begins to grow in the next season. Also, please use straw fire treatment on the soil that your mint used to grow.
I always recommend to grow mint in a pot on your herb garden. This allows you to restrict root growth and quickly cope with infected plants. Please use your pot just for mint. You can make it more interesting by having a number of mint varieties in the same pot.
Finally, please do not despair when mint rust exists. It will happen to all herb gardener at least once while growing herbal medicine!
